This report presents A360’s reflections from its programs on adolescent contraceptive service delivery in three countries; Ethiopia, Tanzania and Nigeria. These learnings are generated through cross learning across the different contexts, and are focused on the adaptive management of A360’s programs during the first two and a half years of implementation. Furthermore, the report also offers considerations to be taken into account for future implementation of A360’s programs. This is a useful resource for ASRH practitioners who would like to learn more about adaptive management of programs post implementation.

This midterm review synthesizes evaluation findings from the design phase of A360 and the first few quarters of implementation (Aug 2016 – Sep 2018), drawing together insights from an ongoing process evaluation, a cost-effectiveness analysis, and the baseline findings from an outcome evaluation. Although the review does not determine the effectiveness of the solutions and therefore A360 as a whole, it finds that the value of the A360 approach is starting to emerge, while also highlighting a number of challenges and trade-offs that the consortium continues to navigate. The MTE’s takeaways are useful for evaluators of HCD and adaptive programs (see page 10), and for donors and future ASRH implementers (see page 49).
